It almost is indicative of emphasizing the need for rest. We are wired today just as Adam and Eve became wired....selfish people interested not in God's ways but in our ways. Purely speculation, but perhaps God wanted Cain to wander the earth and contemplate his sin. Perhaps then Cain might be able to better find God. Noah obeyed God because he was righteous and was accustomed to following God. Besides, God was about to destroy everything on earth....that's incentive enough to do what you're told! God created the olive leaf! How simple is that? He was done destroying all of life as He said He would do and then got busy with creating new life.
